Chris Sutton appointed as Chief People Officer for Hobsons Bay City Council

We are delighted to announce the appointment of Chris Sutton as Chief People Officer at Hobsons Bay City Council, commencing 12 January 2026.

Chris is an accomplished People & Culture leader and registered psychologist with more than thirteen years’ executive experience across the public sector, most recently serving as Senior Director, People and Culture at the Administrative Review Tribunal where he led people strategy and operations for approximately 1,500 staff nationally. He brings a strong record of organisational transformation, psychosocial safety and engagement programs, and values based, high‑performance cultures, including implementation of evidence‑based psychosocial risk frameworks, trauma‑informed practices and ‘speak‑up’ culture initiatives.

In his new role, Chris will join the executive leadership team and report to the incoming CEO, playing a critical part in Council’s organisational and cultural reform agenda.
