Dean Tighe appointed as Deputy Secretary Emergency Management for the Department of Justice and Community Safety

We are pleased to announce the appointment of Dean Tighe as Deputy Secretary, Emergency Management with the Department of Justice and Community Safety.

Dean brings more than a decade of senior executive leadership across transport, infrastructure, investment, and government strategy. Most recently serving as Acting Deputy Secretary, Network Design and Integration at the Department of Transport and Planning, Dean has overseen large‑scale portfolios comprising more than 850 staff and multibillion‑dollar programs.

In his role as Deputy Secretary, Emergency Management, Dean will lead the Emergency Management Group, which includes Emergency Management Victoria, Emergency Recovery Victoria, Emergency Management Technology & Data, Entity Reform, and Sector Performance and Investment.

This appointment reflects the Department’s commitment to strong, values‑based executive leadership and its focus on delivering high‑quality emergency management outcomes for Victorian communities.
