The Position
South Eastern Melbourne Primary Health Network (SEMPHN) is seeking an accomplished and credible Executive from within primary health care to become its next Chief Executive Officer. At a time of increasing system pressure, ongoing funding constraints and accelerated technological change, this is a timely opportunity to guide a major metropolitan PHN as it steps forward with renewed ambition, impact and system leadership.
Reporting to an independent, skilled based Board, and working with a highly capable and committed Executive, the CEO will provide leadership to ensure SEMPHN remains a leader, facilitator and influencer towards the goal of better primary health care. Important elements of the role include broad stakeholder engagement (e.g. with General Practitioners, Government and Hospitals) and leading and guiding the SEMPHN Executive team in the creation of new ideas, models of care and innovative approaches that deliver optimal outcomes.
Equipped with Executive level experience in primary health, the successful candidate will bring a deep appreciation of the critical role PHNs play in shaping and strengthening Australia’s health system. Ambitious for impact, they will combine a growth and improvement mindset with a proven ability to develop robust strategy and translate into decisive action. Credible and comfortable interfacing with the broad set of PHN stakeholders, they will be known as an exceptional communicator with high emotional intelligence. They will demonstrate a genuine capacity to foster a culture where capability at all levels can flourish and will have a strong comfort with digital and emerging technologies to support the organisation and stakeholders to improve system effectiveness.

We are one of six Primary Health Networks (PHNs) in Victoria, and 31 PHNs across Australia, with around 1.6 million residents in the catchment. Funded primarily by the Australian Government, the Commonwealth priority areas for improvement and innovation for primary health are:

- Aged care
- Population health
- Health workforce development
