The Brief

Future Leadership™ was engaged by a metropolitan local government authority experiencing rapid growth and increasing community expectations to appoint a Manager City Amenity. The role was critical to ensuring the municipality’s public spaces remained clean, safe, well‑maintained and reflective of community pride during a period of organisational transformation.
The appointment required a senior operational leader capable of balancing strategic planning with day‑to‑day service delivery across a complex and highly visible portfolio. Responsibilities spanned civil maintenance, building maintenance, cleansing operations, fleet management, works centre operations and cemetery services. The successful candidate also needed to demonstrate strong people leadership, a commitment to safety and compliance, and the ability to lead large, multidisciplinary teams in a unionised environment.
Key challenges included managing ageing infrastructure, improving service responsiveness, embedding continuous improvement, and maintaining high standards of governance, risk management and customer service. The organisation sought a values‑aligned leader who could work collaboratively with elected representatives, executives, contractors and community stakeholders, while fostering a positive, accountable and inclusive culture within operational teams.

The Process

Future Leadership™ designed and delivered a comprehensive executive search process tailored to the operational complexity and public accountability of the role.
Briefing and role clarification The assignment commenced with detailed briefings with senior executives to confirm strategic priorities, operational risks, cultural expectations and success measures for the role. Particular emphasis was placed on leadership style, safety culture, stakeholder management and the ability to lead visible services that directly impact community experience.
Search strategy and attraction A targeted national search strategy was developed, focusing on senior leaders with demonstrated experience in local government or similarly complex asset‑intensive environments. The attraction campaign highlighted the scale and impact of the portfolio, the opportunity to lead large operational teams, and the organisation’s commitment to community outcomes, safety and continuous improvement.
Assessment and shortlisting Candidates were assessed against technical capability, leadership behaviours, governance awareness and cultural alignment. This included structured behavioural interviews, detailed career history analysis and evaluation of experience managing large asset portfolios, operational budgets and workforce groups. Particular attention was given to experience in emergency management, risk mitigation, contractor management and organisational change. A high‑quality shortlist was presented, reflecting diversity of experience while maintaining strong alignment to the role’s core requirements.
Five shortlisted candidates progressed through panel interviews.

The Outcome

The process resulted in the appointment of a highly experienced senior operational leader with extensive local government experience, a strong safety and compliance record, and a proven ability to lead large, multidisciplinary teams through change. Bringing deep experience across civil infrastructure, building maintenance, fleet operations, waste and cleansing services within complex local government environments, combining strategic asset planning with hands‑on operational delivery.
