The Brief
A local council launched the Leadership by Values 2025 initiative within its City Services division to embed a values-driven leadership culture across all levels of leadership.
Following the success of the program with Directors and Managers, the initiative was extended to Team Leaders and Coordinators. The program aimed to strengthen leadership capability, foster collaboration, and align behaviours with the council’s core values: Communication, Accountability, Respect, and Teamwork.

The Process
The program was delivered over four months and included:
DISC Profiling: Participants completed DISC assessments to build self-awareness and understand team dynamics.
Workshop Series: Four half-day workshops were tailored to the needs of City Services team, with practical activities and case studies:
- Workshop 1: Introduced values-based leadership and explored the value of Communication.
- Workshop 2: Focused on Accountability, including mock meetings and feedback exercises.
- Workshop 3: Addressed productive debate and commitment using Lencioni’s High Performing Teams model.
- Workshop 4: Explored influence, team branding, and concluded with peer feedback and shared commitments.
Evaluation and Feedback: Participants completed baseline and post-program surveys to measure growth in leadership indices such as self-awareness, motivation, confidence, and role clarity
