Transforming capabilities with a capability framework design called success factors for a local government organisation. Aligning behaviours, culture, and performance.

Capability Framework Design

The Brief

A local government organisation sought to define capabilities that contribute to success for leaders and employees.

Although existing values and organisational capabilities were present, these were not well embedded within HR and talent systems. Future Leadership was engaged to develop and implement a success factors framework to address this gap and support culture transformation.

The Process

Future Leadership employed a comprehensive methodology to develop and embed the framework:

  1. Project planning and consultation: Reviewed organisational documents, including strategy plans, operating plans, and position descriptions.
  2. Stakeholder engagement: Conducted HR workshops and interviews to co-design six success factors with descriptors and behavioural indicators.
  3. Implementation support:
    • Reviewed position description templates.
    • Created manager guides for using success factors in HR processes.
    • Developed behaviour-based interview questions aligned with the framework.
    • Supported the creation of licensed content for online recruitment training.
