The Brief

Future Leadership was engaged by a large Victorian public sector organisation to appoint an Executive Director People and Culture. The organisation required a seasoned senior leader capable of driving cultural uplift, leading organisational reform and delivering contemporary people and culture services across a complex environment with diverse stakeholders.
The role held significant strategic influence, reporting to the Chief Executive Officer and participating as a member of the Executive Leadership Group. The organisation sought a candidate with deep experience in organisational development, employee relations, cultural transformation and large‑scale workforce initiatives.

The Process

Future Leadership undertook a comprehensive national search process tailored to the needs of the organisation.
Key steps included:
Briefing and Strategy Development
Engaged with the Chief Executive Officer and senior executives to understand strategic priorities, organisational pressures, reform requirements and cultural aspirations.
Targeted Candidate Search
Leveraged recent comparable search assignments, extensive national networks and relevant public sector and government‑aligned talent pools. A comprehensive advertising and attraction campaign was executed to ensure reach, equity and diversity of applicants.
Candidate Assessment
A longlist of seven candidates was developed, from which four were shortlisted for panel interview. Candidates participated in behavioural interviews and capability‑based evaluations consistent with public sector leadership frameworks.
Final Evaluation
Final candidates were assessed for strategic alignment, reform capability and capacity to lead high‑stakes people and culture transformation.

The Outcome

The process resulted in the appointment of an experienced senior People and Culture leader with a strong track record across complex, multi‑site environments.

The appointee brought:
  • Extensive experience leading organisational development, workforce strategy and cultural transformation across health, utilities, financial services and logistics sectors.
  • Proven expertise in delivering major organisational reform, including redesigning service delivery models, achieving significant workforce efficiencies, and implementing new HR technologies that materially improved service experience and operational performance.
  • Demonstrated capability in leading large functional teams, partnering with executive leaders, solving complex employee relations matters and uplifting leadership capability at scale.
  • A history of driving measurable improvements in employee engagement, recognition, performance development and workforce planning through evidence‑based people strategies.
